Let it be known to all inhabitants and occupants of the planet Earth
I. That the beings known as cats, through their ancestral lineage within the family Felidae, inhabited this planet for approximately 25 million years before the arrival of humans — a tenure so vast it renders human history a footnote.
II. That at no point in recorded or unrecorded history have cats ceded, surrendered, sold, transferred, or in any manner relinquished their territorial claim to any human individual, government, or institution — nor have they acknowledged the existence of such institutions.
III. That cats continue to actively assert dominion over every surface, shelf, countertop, keyboard, and structure on Earth — maintaining sovereignty through persistent occupation and the systematic displacement of human objects.
IV. That human civilization itself is derivative of feline tolerance — built upon the rodent control that cats provided to early agricultural settlements, without which grain stores would have collapsed and the great civilizations of Egypt, Rome, and the ancient world may never have taken hold.
V. That ancient civilizations recognized feline divinity as a matter of institutional fact — the goddess Bastet was worshipped as protector of the home and the pharaoh, cats were mummified with sacred honors, and the killing of a cat was punishable by death.
VI. That humans continue to demonstrate subordinate behavior — feeding cats on schedules dictated by cats, constructing specialized furniture for feline comfort, spending billions annually on gourmet food and healthcare, and surrendering beds, chairs, and laptops upon feline approach.
VII. That the prevailing belief that humans domesticated cats is not merely incomplete but inverted. Cats approached human settlements of their own volition approximately 10,000 years ago, retained all core predatory and territorial behaviors, and expanded globally through human movement — reflecting strategic colonization of human infrastructure, not subjugation.
VIII. That humans currently occupy land under conditions that can be described as tolerated presence, conditional use subject to revocation without notice, and service-based coexistence. Humans are not owners of the Earth. They are staff operating within a feline-governed system.
Therefore, we declare that the sovereign authority of Felis catus over the planet Earth is continuous, unbroken, and uncontested — and that it extends to all surfaces, structures, and warm spots therein.
Humans remain on this planet not by right — but by tolerance.
Cats do not seek recognition of their authority. They have never required it. They have never requested it. Recognition is not a grant of power. It is an acknowledgment of what cats have always known.
